The purpose of this paper is to examine the increased workloads of teachers at public elementary and junior high schools (hereafter, teachers), through a comparison of the aggregated results of working hours surveys from the 1950s–1960s and the late 2000s. In recent years, Japan has seen increased policy and academic interest in teachers’ workloads. The results of the 2nd OECD Teaching and Learning International Survey (TALIS2013), released in June 2014, showed that teachers in Japan spend considerable time on so-called peripheral duties (Takagi 2015) such as paperwork which are not the educational activities originally intended (National Institute for Educational Policy 2014).
