L’article porte sur l’évolution des formes et des rapports de gouvernance entre legouvernement fédéral et les communautés minoritaires de langue officielle au Canada. Lagouvernance horizontale vise à concrétiser l’engagement du gouvernement fédéral envers lesminorités de langue officielle et apparaît comme une forme novatrice d’organisation. Parcontre, jusqu’en 2003, elle a aussi servi à compenser l’absence d’action directe et soutenuede la part du gouvernement fédéral envers les minorités de langue officielle. Ce texteétudie et montre comment l’évolution de la gouvernance a suscité des enjeux importants pourle développement de la francophonie en milieu minoritaire.The article examines the evolution of the official language minority communities’forms of governance and relations with the federal government. Horizontal governance aims atimplementing the federal government’s commitment to official language minorities and appearsto be an innovative form of organization. However until 2003, it also seemed to be asubstitute for direct and sustained action from the federal government on behalf of itsofficial language minorities. This article examines the evolution of governance and explainshow it has raised important issues relating to the development of Francophones living in aminority environment
