By enacting new regulation on labor relations, Serbia has undertaken important preliminary steps in harmonization of its law with the law of the EU. But, this process has not been so successful in the area of workers' participation. Main reasons for this are: resistance to the participation because of the resignation of workers and managers confined to former 'self-management' from the period of socialism, authoritarian work organization and the absence of adequate social environment for social dialogue. Serbian Government and social partners' organizations should act on improvement of participation and social dialogue at all levels (enterprise, branch, local, province and state level), because participation can be very useful. Among the positive aspects of the participation in the labor relations the following are most obvious: participation raises motivation of the employees, improves level of innovation, productivity and social cohesion; it relaxes social tensions; it can be helpful in finding new solutions for restructuring of the economy and overcoming the economic crisis
