A legislacao ambiental, em seu objetivo de controlar o uso dos recursos naturais, pode ser considerada o principal meio para o inicio de um processo de protecao e conservacao do meio ambiente. As leis existem para fazer com que deveres e obrigacoes em relacao ao meio ambiente sejam cumpridos e, tambem, para punir os atos lesivos. Diante disso, o objetivo geral deste artigo e fazer uma analise da evolucao do numero de municipios com legislacao ambiental, conselhos ativos e fundos do meio ambiente, nos anos de 2002, 2009 e 2013, no âmbito dos estados brasileiros. Os dados sao provenientes do IBGE-SIDRA. A pesquisa, quanto a abordagem, e qualitativa, quanto aos objetivos, e descritiva e quanto ao procedimento tecnico, e bibliografica. Os resultados sugerem que os municipios estao se enquadrando as exigencias do Estatuto da Cidade e demonstrando maior consciencia com a questao ambiental, visto que o numero de municipios que possuem leis ambientais, conselhos ativos e fundos municipais tem aumentado no periodo analisado. Abstract Environmental legislation with its goal of controlling the use of natural resources can be considered the primary means for the start of a process of protection and conservation of the environment. Laws exist to make duties and obligations in relation to the environment are met and also to punish the injurious acts. Thus, the general objective of this article is to analyze the evolution of the number of municipalities with environmental legislation, active advice and environmental funds from 2002, 2009 and 2013 as part of the Brazilian states. The data are from the IBGE-CIDER. This study follows a qualitative, descriptive and bibliographical approach. The results suggest that municipalities are adjusting to the requirements of the City Statute and demonstrating greater awareness to environmental issues, since the number of municipalities that have environmental laws, active councils and municipal funds has increased during the period.
