A Convenção para Proibição das Armas Químicas (CPAQ), assinada pelo Brasil em 1993 e ratificada em 1995, é o mais bem sucedido instrumento de desarmamento para toda uma classe de armas de destruição em massa. A CPAQ envolve 190 Estados-partes e já logrou êxito na destruição de cerca de 75% dos arsenais e instalações para produção de armas químicas no mundo. Em seu Artigo X, a CPAQ trata das atividades de assistência e proteção, que consistem na capacitação de pessoal, disponibilização de equipamentos, especialistas e assessoria em casos de incidentes com armas químicas ou produtos tóxicos perigosos, e no fomento de estruturas nacionais de resposta as emergências químicas coordenadas pela Organização para Prevenção de Armas Químicas (OPAQ). Em recentes publicações, a OPAQ sinalizou seu desejo de incluir a indústria e a academia nas atividades de assistência e proteção sob a CPAQ, tendo em vista o rápido desenvolvimento de novas substâncias químicas, da tecnologia e das interfaces entre a química e outras ciências, como a biologia e nanotecnologia. Este quadro tem suscitado especulações no sentido das novas classes de ameaças que poderão surgir dessa interface. Neste contexto, o Brasil, sede de grandes eventos no período 2014-2019, destaca-se dentro da OPAQ como líder regional em termos de assistência e proteção, bem como da implementação da CPAQ. O País possui, ainda, um sistema de resposta a emergências químicas estabelecido no âmbito do Ministério da Defesa, e uma série de iniciativas voltadas à inserção da indústria e da academia nas atividades voltadas para a segurança química. Esta revisão, portanto, tem por objetivo mostrar as principais características do tema de assistência e proteção sob a CPAQ, destacando as ações realizadas e as oportunidades existentes no Brasil para a expansão das ações de assistência e proteção e sua inserção dentro das perspectivas da OPAQ para o futuro. DOI: 10.5935/1984-6835.20140037The Chemical Weapons Convention (CWC) was signed by Brazil in 1993 and ratified in 1995. It is the most successful disarmament instrument to an entire class of weapons of mass destruction and has already joined 190 members and achieved the destruction of about 75 % of stockpiles and facilities for chemical weapons production in the world. In its Article X, the CWC deals with the issue of the assistance and protection activities, which basically relates to provision of training, equipment and expert advice to the State Parties in cases of incidents with chemical weapons or dangerous toxic chemicals. Another goal is the promotion and development of the national response structures for chemical emergency, in coordination with the Organization for Prevention of Chemical Weapons (OPCW). In addition, the OPCW has signaled its desire of including the industry and academy in the process for developing the assistance and protection under the CWC activities due the rapid development of new chemicals, chemical technology and the existing interfaces among chemistry and other sciences, like biology, which has raised speculations towards the new threats that may arise from the interface developments in chemistry, nanotechnology and biology, for example. In this context, Brazil, that will host some important major events in the period 2014-2019, has excelled within the OPCW as a regional leader in terms of assistance and protection, as well as in the implementation of CWC. Brazil also has a system for responding to chemical emergencies established under the Ministry of Defense, and a number of initiatives for the inclusion of industry and the academy activities for chemical safety. This paper has the goal of showing the main features of the subject assistance and protection under the CWC, highlighting the actions taken and the opportunities existing in Brazil for the expansion of the actions of assistance and protection and its insertion into the OPCW perspectives for the future. DOI: 10.5935/1984-6835.2014003
