明治30年代後半になると近代産業・人口の都市集中が進み, 都市問題が顕著となる。これに対応すべく, 大正8年都市計画法が公布される。公園設置も都市計画上不可欠な問題として認識される。「都市計画の母」と呼ばれる土地区画整理手法により道路をはじめ公共施設の整備がなされ, 公園地の取得にもその手法が用いられる。最初に土地区画整理により公園地が獲得されたのは大正12年の大震災後の特別都市計画法の施行による震災復興小公園であった。その後名古屋, 大阪等でも公園地取得の手法として土地区画整理は威力を発揮する。本稿では都市計画主任官会議での公園問題を概観し, 区画整理公園の歴史的展開とその問題点について考察する。
