交通事故の死者数は減少しているが、高齢者の 死者数は微減傾向であり、高齢者が交通事故死者 に占める割合は増加傾向にある。高齢者事故防止 対策の一環として、平成10年からは運転免許の自 主返納制度が実施されている。しかし、地方都市 や中山間地域においては自家用車以外の移動手段 が限定されていることも多く、返納が進みにくい 状況にある。今回調査対象とする山形県酒田市に おいても市民生活における移動手段の約8割を 自家用車に依存している状況にある。 酒田市では自家用車利用から公共交通への移動 手段の緩やかな促進を転換し、持続可能な交通網 の形成を図るべく、平成28年に酒田市地域公共交 通網形成計画を策定し、バス路線の再編や待合環 境の整備等、各種施策の実施に向けた取り組みを 行っている。また、自主返納促進に向けた取り 組みとしてバスやデマンドタクシー乗車運賃の 100円割引を平成29年4月より実施している。 運転免許の返納を推進するためには、高齢者の 返納意向や、返納後の生活不安等を把握し、施策 に反映していくことが望ましい。本研究では、こ れらを調べることを目的とする。
