I am very honoured and glad to come to the Universi ty of Defence today. I would like to thank your rector, Brigadier General Urbán, for giving me th opportunity to present the priorities of the French EU presidency in the field of the European S ecurity and Defence Policy. First, I would like to remind you how much France w ishes – since Nicolas Sarkozy’s ascent to power – to build a much stronger political relation ship with Central European countries and especially with the Czech Republic. In fact, our su cceeding presidencies will give us an excellent opportunity to mutually strengthen our links in all fields and at all levels. This willingness to buil d a new and stronger relationship is illustrated by t he strategic partnership agreement which was signed by our two countries in Prague last June. Th is agreement includes a defence and security aspect. As we will soon celebrate the 90 th anniversary of the founding of Czechoslovakia, I w ould like also to remind you the role played by France i n the creation of your State and in the creation of  the Czechoslovak army after 1918. We still find thi s brotherhood of arms today in Afghanistan or in Kosovo. Our strong military bilateral cooperatio n was also illustrated last week by the training of  Czech helicopter pilots to fly in mountain areas in order to be committed in Afghanistan.
