2004年4月より, 国立大学病院等を中心に医療事故の報告を義務付ける制度が始まった. この事故報告は, 公正・中立な第三者機関に対してなされ, 専門家による分析がなされる. しかしながら, この第三者機関の機能を確保するには, 報告情報の利用制限が主張されるが, どのような対策が採られるべきであるかは明らかではない. 本稿では, 第三者機関を考える点で, 必要な要件について考察した. 米国の訪問調査によって, 情報の利用制限だけではなく, IT化や専門家特に看護師の活用などが, 医療事故情報収集システムが機能するための要件となっていたことが考察された.
