The primary focus of attention in discussionson legal norms protecting refugees are usually the 1951 GenevaConvention relating to the Status ofRefugees and more recently internationalhuman rights instruments, suchas the European Convention on HumanRights. In the context of armed conflicts,however, it seems natural to thinkof international humanitarian law asapplicable in armed conflicts. This articleexamines the potential of internationalhumanitarian law, i.e. the fourGeneva Conventions of 1949 and theiradditional protocols of 1977, as sourcesof legal protection for refugees who seekshelter outside their home country.
