The objective of this article is to analyze the role of groundwater concessions registered in the Public Registry of Water Rights, as a planning instrument for groundwater in the Ayuquila-Armeria river basin. A database of this instrument was used, with records from 1994 to 2015, in order to examine the use and volume of water consumed in that period in the concessions granted. As of 2009 there was an increase in these variables and an accelerated decrease in the availability of water in the aquifers, so some were considered “overexploited”. It follows that the administrative delimitation of aquifers does not contribute to understand the geohydrological dynamics, and that this instrument is not working for planning and control, so it is necessary to review the current management of groundwater, and promote a change towards an integral view of it, according to the theory of flow systems.
