東日本大震災からの被災地復興手法を検討するため, 国土交通省都市局は詳細な現地調査を行い,津波浸水深 データおよび建物被害データを整備した.津波浸水深デ ータからは,浸水域内100 m単位で浸水深の情報を得る ことができるほか,建物被害データには7段階(D1:全 壊(流失)~D7:被害なし)に分類した建物被災程度 や,4種類に分けた構造形式などの情報が整理されてい る.この調査の特徴は,浸水域内の全建物に対し,建物 被害程度と構造形式の悉皆調査を実施したことである. 仙台市における建物被害結果を表-1,建物被害程度の 空間分布例を図-1 (a),最大浸水深分布を図-1 (b)に示す. 本研究では,家屋流失率に関する津波被害関数を建物構 造別に構築するため,建物被害程度は,最大被災レベル である「流失」(D1)と,その他(D2~D7)をまとめた 「残存」に分類した.また,建物構造の分類は,鉄筋コ ンクリート造(以下,RC造)・鉄骨造・木造の3種類に 定めた.ただし,浸水深0mの地点や被害分類が不明な データなどは,津波被害関数構築の際に除外した. 東日本大震災における建物被害データと数値解析の統合による 津波被害関数 Developing Tsunami Fragility Curves from the Surveyed Data and Numerical Modeling of the 2011 Tohoku Earthquake Tsunami
