Cognitive Radio is the new technology which can optimize the utilization of the frequency spectrum. The Pri- mary User and the Secondary User utilize the same frequency spectrum so that the Signal-to- interference- plus-noise- ratio of the Primary User will be reduced. In order to ensure the Quality-of-Service of the Primary User, the Power Con- trol should be done to the Secondary User and the Admission Control should be combined to maximize the number of the Secondary User. In order to ensure the Quality-of-Service of the Secondary User, the Priority Mechanism is adopted to avoid the transmission interruption of the Secondary User. The simulated results show that the system performance is su- perior to the original algorithm.
