Urban flood control and disaster reduction program evaluation is a currently hot issue that involves complex multi-attribute evaluation process. Aiming at solving uncertain, incomplete and insistent information, this paper proposed an optimized GCA(Grey Correlation Analysis) method based on interval neutrosophic sets. Firstly, the positive and negative ideal program were calculated by using the algorithm and property of interval neutrosophic sets; secondly, gray correlation degrees based on interval neutrosophic sets were calculated to get the optimal program; thirdly, robustness test was used to verify the effectiveness of this optimized method , and finally, the validity and feasibility of the method are testified by empirical study in order to provide a reference for dynamicgroup decision-making in urban flood control and disaster reduction program evaluations.
