The article presents the process of credit rating evaluation and its impact on the cost of managing public debt in reference to the country issuing treasury securities. Issuing these instruments allows constantly growing budget deficits to be underwritten. The credit rating of the issuing country has a strong influence on the cost of managing debt, as it becomes the main indicator of the bonds’ risk levels for potential investors. The first section describes the origins of the rating agencies and the history of establishing the modern rating system. The second section explains the role of ratings in the process of public debt management. The third section, using actual historical data from the EU member states, presents how ratings affect the relation of debt management costs to GDP.
