Background: The values of maximum admissible emissions (MAE) of harmful substances of heat power units are used for regulation and management of environmental impacts and determining pollution payments. The well-known technique (OND-86) determining the MAE of substances with a summation of harmful effects uses sums of dimensionless concentrations for estimation of ecological safety. The new Hygienic Norms GN 2.1.6.2326-08 stipulate that SO2 and NO2 gases are characterized by partial summation (unidirectionality) of harmful effects. There is no description of the methods accounting for partial summation of SO2 and NO2 harmful effects in the regulatory and guidance documents or literature. That is why implementation of the Hygienic Norms GN 2.1.6.2326-08 makes it necessary to develop a method of determining the maximum admissible SO2 and NO2 emissions. Materials and methods: The formulas for calculating maximum admissible SO2 and NO2 emissions have been obtained based on the known method of calculating harmful substance concentration in the atmosphere (OND-86). The reliability of the suggested formulas has been proved by solving «direct and inverse» problems: calculation of pollutant dispersion in the surface air. Results: Formulas have been obtained for calculating maximum admissible SO2 and NO2 emissions accounting for partial summation of their harmful action according to GN 2.1.6.2326-08. The paper describes a method of calculating maximum admissible emissions for each of the gases according to the reduced («total») value of such emissions accounting for gas concentration in the emission. The paper also contains an example of such calculations. Concentrations of these gases in the surface air have been determined for the design values of SO2 and NO2 maximum admiss «Вестник ИГЭУ» Вып. 2 2017 г.  ФГБОУВО «Ивановский государственный энергетический университет имени В.И. Ленина» 28 ible emissions. The authors have checked the condition of effect admissibility stipulated by GN 2.1.6.2326 -08. The condition was fulfilled at its limit. Conclusions: It is recommended that new editions of regulatory and guidance documents take into account the suggested calculation technique of SO2 and NO2 harmful effect partial summation used to determine the maximum admissible emissions and the numerical reliability justification of the obtained formulas.
