To create and ensure food security on the territory of the Russian Empire under Peter I, it was decided to establish a system of food warehouses to provide the army during maneuvers and civilians in case of food shortage. In the process of the natural development of food security system Alexander I ordered to create supply funds in 1822. Supply funds are the sums of money accumulated at the expense of the population to provide in the event of a crop failure and possible following famine. The article examined the supply funds of the Arkhangelsk province from 1871 to 1917 as a part of the food safety system of the Russian Empire. The study is based on archival data from the Russian State Historical Archive. The research identified that although the full provision of the population of the Arkhangelsk province with supply funds for the study period (45 years) was observed only in 14 cases, the variability of money collection over the years was reflected in the average indicator of the collection of supply funds, which amounted to more than 100 %. It can be argued that, for the most part, supply funds would have allowed the administration of the Arkhangelsk province in the event of a crop failure to provide the population with money for the purchase of food.
