Science & technology with frugal innovation is the key to the economic stability and prosperity of the country.  The economic & industrial reforms in the last two decades have helped the country break shackles from the slow industrial growth and tread on a smoother, faster development at policy, technology and operational level. The needs of the industry are constantly changing and evolving and it has become imperative to have latest technology, tools and processes. R&D is an integral part of technological advancement and there has been a spurt in the expenditures for research and development over the years at both the public and private sector of the industry with patentable innovations.  The Government has adopted measures of delicencing and deregulation to boost both domestic and foreign investments in the Indian industry. The ease of business procedures, land acquisition reforms and the capping of foreign direct investments in some of the sectors have helped restore confidence in the industry with relatively new sectors also emerging in the fields like molecular/biotechnology research, bio-fuels, bio-fertilizers and nano-materials. The study gives a brief overview of the measures adopted by the Government in providing a conducive investment climate to the private sector to enable the industry increase their manufacturing strength, investments in R&D, innovations and intellectual property. The study also reflects the trends in R&D investments by the Government and the industry in India with comparisons to their global counterparts and the obstacles faced by the industry in enhancing R&D expenditure.
