A new type of reactor which is operated with a combination of surface discharge and UV radiation emitted by a lamp discharge is studied for both its fundamental characteristics and the treatment of volatile organic compounds (VOCs). The surface discharge occurs along the wire electrode which surrounds on the outer tube of reactor and generates ozone from the air. It seems that the UV emission has an effect on the initiation and uniformity of the surface discharge. The toluene treatment in oxygen or air and argon mixture gas was carried out and the decomposition of almost 100% was established at the applied voltage of 4 kV (peak to peak). The toluene in oxygen was converted into CO 2  (about 90%), H 2 O, CO and HCOOH. In the case of mixture gas which is diluted with air, CO 2  (about 95%), H 2 O, CO, HCOOH and NOx were detected by a FTIR measurements as by-products under decomposition rate of 98% at 4.5 kV (peak to peak). It was very difficult to decompose the acetic acid (CH 3 COOH) and formic acid (HCOOH) by ozone itself, but it was possible to decompose them by atomic oxygen (O) or hydroxy radicals (OH) produced by this new reactor.
