When circular cylinders are towed in still water, the fluctuating lift exhibits nonrepeatable characteristics even if the cylinders are repeatedly towed under the same conditions. And the fluctuating lift coefficient was found to decrease with the increase of towing distance, from an initial maximum value to a small value same as the fluctuating lift coefficient acting on a circular cylinder in a uniform flow. In this study, effects of aspect ratio and end plate on fluctuating lift acting on a circular cylinder in a uniform flow were evaluated by standard deviation of lift data. Then, the asymptotic decreasing process of fluctuating lift was investigated by towing circular cylinders with different aspect ratios in still water. And from the measurements of spanwise velocity correlation and flow visualizations, it was found that 'Tip Trailing Vortex' has a great effect on the asymptotic decreasing process of fluctuating lift
