In September 1799, two French agents from Saint-Domingue, Urbain Devaux and Isaac Sasportas, together with a resident French merchant, Jean Baptiste Tierce Cadet, were arrested in Curacao for conspiring to overthrow the island's government and liberate the slaves. This chapter focuses on the development of Franco-Curacaoan relations and the complicated situation that emerged when French privateers started to seize American ships on a large scale, using the port of Curacao as an operational base and provoking an American naval response. In Curacao the presence of the privateers and their black and coloured crews had an enormous effect on the island's non-white population. Curacao became an object of international politics. The Guadeloupeans were interested in securing Curacao as an important privateering base and were no doubt alarmed by signs that by late 1799 the attitude of the Curacao government towards French privateering seemed to be changing in favour of the Americans.
