The purpose of this paper is to discuss the magnitude of the Federal Government's use of computers and its corresponding impact on our society . While the use of computers and telecommunications systems has, of course, led to a shrinking of the globe, the international issues such as transnational data communications, taxation and censorship of data crossing national boundaries will not be specifically addressed in this document . Rather the focus will be on the positive and negative effects on our domestic society resulting from the expanded use of computers by the United States Government . The Federal Government represents the largest "single" user of computers in the world . In quantitative terms, approximately $5 billion dollars will be spent on the use of general purpose ADP systems during the fiscal year beginning October 1, 1978 . This figure more than doubles ($11 billion) if one includes the specialized systems such as those used in the Department of Defense for command and control, weapons systems, etc . While large in gross dollars, the $5 billion figure represents only one percent of the $500 billion federal budget for Fiscal Year '79 . Whether the reader views the expenditure to be large in terms of gross dollars or small in terms of percent of total budget, the fact remains that the use of these computers by the various Federal agencies touch many aspects of the lives of each citizen daily . Section II provides an overview of the Federal Government's use of computers . Included in this section is a brief discussion of the means by which the use of these ADP resources are controlled and managed . Section III discusses issue.
