Drawing on recently declassified documents from the Carter Library and memoirs of Turkish diplomats, this essay focuses on the relationship of the United States and Turkey during the early years of the Iranian Revolution when the two NATO allies pursued markedly different policies toward the Islamic Republic. Some basic elements of this relationship are well known, but this study elaborates on the subject and, in the process, reveals how a regional power succeeded repeatedly in defying its superpower ally.
