Cosmic radiation was measured from 0900 to 2200 UT on Nov. 13, 1960 on Chacaltaya mountain, Volivia, using a cosmic neutron monitor designed for 12BF3 counters. Immediately after the magnetic storm that began at 1021 UT, the cosmic intensity decreased rapidly during the first hour and then followed the general pattern of the Forbush decrease. Shortly after 1300 UT, the intensity decreased suddenly and remained 3 to 4% below the former value for 1 1/4 hours, then jumped suddenly to predrop value. Later, it continued to decrease for more than 6 hours, following the profile of the first decrease. Other monitors reported similar results and comparisons were made with similar phenomena occurring previously. It is suggested that intensity decreases are caused by a cloud of ionized solar gas with magnetic fields enveloping the earth. The clouds contain the storms within well defined regions, where the field strength is higher and radiation intensity' lower than the rest of the cloud. When such a region moves past the earth, cosmic intensity decreases even more.
